VAMP (Visa's limit on how many of your sales can be disputed) enforcement began on 1 October 2025, after a six-month advisory period that started with the program's launch on 1 April. A year in, it has been less disruptive than launch coverage suggested. The merchants most exposed were mostly on Visa's radar before the merger.
Where VAMP has bitten, the penalties have come in steps. Payment companies that issue Above Standard or Excessive notices have held back part of the merchant's payouts and delayed payouts. They have also required a written plan to fix the problem and put the merchant on probationary monitoring. Outright terminations are rare and reserved for persistent breaches combined with other risk signals. The scale keeps moving with the April 2026 threshold reduction.
